An independent community project

Waupaca Voice is independently operated and is not affiliated with, endorsed by or operated by the City of Waupaca, Waupaca County or any government agency. No City or County seal, logo, department name or official branding is used in a way intended to suggest affiliation.

Submitting information through this website does not constitute officially notifying the City, County, police, emergency services or any other government agency. Urgent matters and requests requiring an official response should be submitted directly to the responsible agency.

What our petitions are

Petitions hosted here are community petitions intended to document public support and communicate a request. They are not elections, official government votes or statutory petitions unless a specific petition is expressly identified as such after legal and governmental review.

Signing a community petition does not force the City, County, a contractor or any other organization to take the requested action. Final authority generally remains with elected officials, government agencies, voters in a legally authorized referendum, or another body authorized by law.

The constitutional right to petition protects the public’s ability to organize and ask government for action, but it does not guarantee that the request will be granted. Waupaca Voice exists to ensure that community concerns can be documented, counted, respectfully presented and followed over time.

Community petition vs. formal direct legislation

Wisconsin has a separate, formal process — direct legislation under Wis. Stat. § 9.20 — with its own statutory requirements for signature counts, circulator procedures, filing deadlines and the legal effect of a valid petition.

Nothing on this platform is a § 9.20 direct-legislation petition. Support gathered here does not count toward the statutory signature requirements of that process, and it carries none of that process’s legal force. If a community effort ever wanted to pursue formal direct legislation, that would be a separate undertaking requiring legal guidance and compliance with the statute’s specific procedures.

We spell this out because the word “petition” reasonably means different things to different people, and no one should sign something here believing they have cast an official vote or triggered a legal process.

What resident reports are

Reports published here describe residents’ own experiences and allegations. Moderation approval means a person reviewed the submission for relevance, privacy, respectful language and compliance with our community standards. It does not mean Waupaca Voice has independently investigated or proven the statements in it, unless something is expressly identified as an independently verified fact.

Statistics on this site are calculated only from email-verified, moderator-approved records. The methodology page defines exactly what each number counts.

Responses and corrections

Waupaca Voice welcomes factual responses from the City of Waupaca, Waupaca County, public officials, service providers and organizations discussed on the platform. Relevant responses may be added to an issue page so residents can see all sides of the matter.

If you believe published information is inaccurate, violates your privacy or should be removed, our corrections and removal process explains how to request review. We keep a record of material corrections.

Public records

Information that Waupaca Voice presents to a government agency may become subject to Wisconsin public-records law. Once material has been provided to an agency, Waupaca Voice cannot guarantee its confidentiality. This is disclosed to residents at the point of submission, and the summary we prepare deliberately excludes email addresses, phone numbers, full street addresses and internal moderator notes.
